In a large mixing bowl, whisk together flour, sugar, baking powder, and salt. Add cold, cubed butter and cut in using a pastry cutter or fingers until the mixture resembles coarse crumbs.
Pour in the milk and vanilla extract, stirring gently until a soft dough forms. Be careful not to overmix; the dough should be slightly sticky.
Turn the dough onto a floured surface and knead gently just until it comes together. Then, roll it out into a rectangle about ¼ inch thick with a rolling pin.
Spread the softened cream cheese evenly over the rolled-out dough, leaving a small border around the edges. Scatter sliced strawberries over the cream cheese layer.
Starting from one long side, carefully roll the dough tightly into a log, pressing gently to seal the edge. Slice the log into 8 even rolls.
Place the rolls on a parchment-lined baking sheet, spacing them out evenly. Bake in a preheated oven at 375°F (190°C) for about 20 minutes, or until golden brown.
Remove the rolls from the oven and let them cool for a few minutes. As they cool, the filling will set slightly, making them easier to serve.
Optional: drizzle with a glaze or dust with powdered sugar before serving for extra sweetness and visual appeal.
